§01 The Withdrawal

Every year civilization pulls four trillion cubic metres of freshwater out of rivers, lakes and aquifers. That is roughly ninety Lake Genevas, moved before breakfast, every day, invisibly.

§02 Who Drinks

Seven-tenths of everything we pump goes to IRRIGATED AGRICULTURE. A single kilo of beef carries ~15,000 litres of virtual water; a cotton shirt, 2,700.

Your morning coffee is a small reservoir wearing a paper cup.

§03 The Overdraft

In thirty major basins the books do not balance: we drain 1.7 times faster than rain repays. The Ogallala, the North China Plain, Indo-Gangetic — drawn down like overdraft accounts with no credit line.

§04 The People

FOUR BILLION PEOPLE — two of every three humans — face severe scarcity at least one month per year. Not someday. This fiscal period, on this ledger's watch.

Scarcity is rarely about absence; it is mostly about accounting, timing and power.

DEFINITION: “severe” = demand ≥ 40% of available supply, per Mekonnen & Hoekstra convention, adapted.

§05 The Correction

The ledger closes with an entry we control: known fixes — drip irrigation, municipal leak repair, industrial recirculation, rational pricing — could cut withdrawals BY 38 PERCENT.

No new technology required. Only bookkeeping, and the will to enforce it.
